TELEHEALTH-2 Subaward Announcement

Advocates for Human Potential (AHP) is pleased to announce the four organizations that have been awarded funding for the initial period of performance as the Increase Access to Telehealth (TELEHEALTH-2) subrecipients. A total of $5,000,000 has been approved to be distributed across 3 years by the Illinois Opioid Remediation Advisory Board (IORAB) for TELEHEALTH services in the state of Illinois.  The initial round was awarded in late 2025 to four organizations. 

The goal of the program is to increase access to prevention, treatment, harm reduction, and recovery support services for people with or at risk for opioid use disorder (OUD) and other co-occurring substance use disorders (SUDs), prioritizing communities and populations disparately impacted by the opioid crisis. Subaward funding will be used to: 

  • Design a telehealth system, including technology infrastructure, compliance with regulatory requirements, documentation of processes and procedures, and training and technical support 
  • Acquire and maintain necessary hardware and healthcare devices, platform / software licensing, and functionality support (e.g., security systems, cloud services) 
  • Provide training and technical support to telehealth providers 
  • Implement telehealth services

Arrowleaf

Marion Region –  Arrowleaf is a nonprofit human services organization that works to build well-being for Southern Illinoisans throughout their lives. Arrowleaf supports individuals through struggles with depression and anxiety, substance use, parenting, caregiving, education, employment, economic stability, navigating the demands of daily life with a disability, and maintaining independence in older age.

Chestnut Health Systems

Metro East Region – Chestnut offers a comprehensive scope of behavioral health and human services in Illinois and Missouri. From drug and alcohol addiction treatment facilities and primary care medical homes to a research institute, Chestnut continuously works to achieve its mission to improve quality of life through excellence in service. 

Men & Women in Prison Ministries 

Bellwood Region (Cook County), West Chicago Region – Transforming Reentry Services (TSR) / (Men & Women in Prison Ministries) provides direct comprehensive services to the reentry community. TSR provides formerly incarcerated individuals with access to local, trusted community or faith-based organizations for support with basic needs using a client-centered approach. 

Healthcare Alternative Systems 

Bellwood Region (Cook County), West Chicago Region – Healthcare Alternative Systems (HAS) provides a range of programs for substance use, mental health, and family issues, ensuring recovery is accessible to all, regardless of insurance or financial status. Serving nearly 8,000 individuals annually, HAS emphasizes compassion and communal responsibility in its behavioral health approach.

AHP administers the Regional Care Coordination Agency (RCCA) grant as authorized by CSFA 444-26-3078. This subaward depends on the availability of funding for the Illinois Opioid Remediation State Trust Fund through the Illinois Department of Health Services (IDHS), for the express purpose herein.
