Community Outreach and Recovery Services (CORS)

Fourteen organizations across Illinois deliver support services to individuals with opioid use disorder (OUD) and other substance use disorders (SUDs) who are experiencing homelessness or housing instability. In collaboration with community partners, peer support workers (PSWs), and persons with lived experience (PWLEs), CORS connects individuals to recovery coaching and resources, treatment, housing, and other supports.

CORS subrecipients are expected to:

Partner with Continuums of Care and other community providers, such as Recovery Oriented System of Care Councils, recovery community organizations, and Overdose Education and Naloxone Distribution programs.
Conduct outreach in the community and in coordination with other community organizations to identify members of the priority population.
Engage with people with OUD/SUDs in peer and recovery-focused activities, connecting them to harm reduction, housing, treatment, and/or additional recovery support services.
Establish pathways for peer workforce expansion through:
- Onboarding training, such as Mental Health First Aid and Motivational Interviewing for PSWs/PWLEs.
- Support for PSWs/PWLEs pursuing state recovery support certification credentials.
- Access to professional staff for case consultation, crisis intervention, and other specialized resources and support.
