Programs

START subrecipients are expected to:

• Identify the types and levels of recovery support services available to the priority population and areas of unmet need through a needs assessment.
• Establish multidisciplinary teams including community outreach and peer support workers, doulas, and others who meet the complex needs of pregnant and postpartum people and their families.
• Provide workforce development opportunities and support for staff through training, professional certification credentials, technology, access to other clinical professionals, living wages, and other supportive benefits.
• Engage the priority population using Motivational Interviewing and warm handoffs through medical care providers, therapeutic interventions, and case managers.
• Connect individuals to case managers, employment and training programs, education and special education programs, housing, prenatal and other healthcare services, transportation, and other supportive services.
• Participate in learning collaboratives to support systems integration of substance use disorder treatment and recovery, maternal-child health, and early childhood development.

Additionally, some subrecipients may deliver medical and behavioral health care treatment and other services for opioid use disorder and other substance use disorders.
