Subrecipient Highlight: TASC, Inc.  

Treatment Alternatives for Safe Communities, Inc. (TASC) was selected to serve as the Intramuscular Naloxone Distribution Hub (IMNH) in June 2024. The purpose of IMNH is to improve the statewide availability of intramuscular naloxone injection kits to people who use opioids, particularly in areas disproportionately affected by the opioid crisis. 

Since 1976, TASC has advocated for individuals and families affected by substance use and mental health conditions. Eleven TASC offices throughout Illinois allow IMNH staff to be close to the unique needs of each area. 

Accomplishments 

Since its designation as IMNH, TASC has completed an initial statewide needs assessment to determine how intramuscular naloxone injection kits should be allocated. The assessment considered data on overdose rates, as well as the availability or shortage of resources.  

The IMNH Team also developed and published a secure website, through which organizations and individuals can request intramuscular naloxone injection kits. “The website continues to build momentum,” the team shared, “and with our marketing and outreach efforts, we expect to see more traffic on the website and receive even more orders.”  

More than 5,000 overdose prevention kits have thus far been distributed to partner agencies throughout the state. 

Lesson Learned 

The IMNH has been developing educational materials to support both community providers and the general public. Through outreach efforts, TASC has identified a significant gap in public knowledge regarding opioid overdoses and appropriate response strategies. 

“Most of our distribution work has been directly to partner agencies who have welcomed the opportunity to work with us to provide kits to the populations they serve,” notes the team. “However, some areas and providers cannot or will not promote or supply intramuscular naloxone, due to local ordinances or personal fear about supplying syringes (included in the kits) that could be misused. We continue to provide education on the importance and need for these types of kits.” In response, IMNH is advancing two parallel initiatives to develop targeted educational materials that address the distinct needs and concerns of each audience. 

Positive Outcomes 

In addition to distributing thousands of kits, IMNH has participated in many outreach events to educate the community. As more partners have become aware of IMNH and its website, the team has seen a significant increase in invitations to community events.
